The undeveloped land North and East of Highlands Glen (which includes the defunct Savage Landfill) belongs to the city of
Roanoke. According to Emerald Homes (DavidS, Tuesday, 29 December, 2015), before Emerald Homes purchased the land,
city officials indicated the city had no plans to develop the property. This city property contains an active creek and is in a flood
zone and will remain in its unmanaged, natural state, which was its state when Roanoke annexed the property. It is and will
remain a "green belt."

within Flood Zone "x" (areas of minimal flooding.) This flood statement does not imply that the property and/or structures
thereon will be free from flooding or flood damage. On rare occasions, greater floods can and will occur and flood heights
may be increased by man-man or natural causes.
